
Canada is a signatory to the 1951 Convention Relating to the Status of Refugees, and has an international obligation to protect Refugees, and respects the individual right to claim asylum.
In Canada, you can make a refugee claim: (a) upon arrival at the Port of Entry (POE), such as Canadian Airport, or (b) at the land border or (c) make a Inland refugee claim from inside Canada.
If your refugee claim is accepted and you are recognized as a refugee in Canada, means you are a protected person, you can no longer use your passport issued from your home country and you become eligible to apply for a Refugee Travel Document in order to travel outside Canada.
A Refugee Travel Document serves as a substitute for passport when traveling internationally, except it cannot be used to enter your country of origin. However, it is not equivalent to a Canadian passport. Some countries that allow visa-free entry to Canadian passport holders may still require a visa from travelers using a Refugee Travel Document. Therefore, it is crucial that individuals consult the consulate or embassy of any country before they plan to travel to confirm applicable visa requirements.
Privately sponsored refugees are approved by Canadian visa officers while still outside of Canada and are granted permanent resident status upon their arrival. Private sponsorship is undertaken by volunteer groups made up of Canadian citizens or organizations, such as faith-based communities, ethnocultural associations, or settlement agencies. These sponsoring groups commit to supporting the sponsored refugees for the duration of the sponsorship period—typically up to one year from their arrival in Canada. This support includes financial and material assistance, as well as social, emotional, and settlement-related help. Refugees may be sponsored through one of the following three programs:
Groups of five or more Canadian citizens or permanent residents can sponsor refugees abroad to come live in Canada permanently. These sponsors must have financial and settlement capacity to fulfil sponsorship requirements usually for one year and also, support them emotionally.
Some community organizations, corporations or associations located in the community can sponsor refugees abroad to come live in Canada permanently. These sponsoring organizations must have financial and settlement capacity to fulfil sponsorship requirements usually for one year.
The established organizations who enter into an agreement with the Immigration, Refugees and Citizenship Canada (IRCC) to become Sponsored Agreement Holders (SAH) can sponsor refugees outside Canada. SAH assumes overall responsibility and liability, financial and non-financial for the management of sponsorship of refugees. They can also authorize Constituent Groups (CGs) from the community to sponsor refugees under their agreement.
